The Three Legged Stool

When we look at the importance of cross-connection control and backflow prevention we can use the Three Legged Stool as a visual example of the important and necessary components in having a successful program to protect the water supply that is so vital to the health and safety of each and every jurisdiction both large and small. It is easy to see that each of the stool legs is a critical part in ensuring the stability of the seat and in making it safe to use. Only with all three of the legs in place, will the stool stand.
What does this have to do with backflow prevention and cross-connection control? Let us look at cross-connection control programs as the three legged stool. The Water Purveyor or Supplier is the first leg of the stool providing the clean, safe potable water people’s taps in homes and businesses. The second leg is the regulations and code provisions mandating the steps necessary to provide cross-connection protection. The third leg of the stool is the individuals who install, evaluate, and repair the backflow protection devices and assemblies in the field. We need to ensure they are trained and completing the required work correctly. These individuals are the final and perhaps the most important part of this equation.
Looking at the water systems and cross-connection programs in place in various parts of the world, problems can exist with all or any of the three legs of the stool. Only with proper oversight and the cooperation of everyone involved within the program can the goal of protecting the public water supply be achieved.
All of us in the industry, from the utility worker to the plumber, to the engineer, to the inspector, must work to educate ourselves, our industry, and the public about the importance of cross-connection control and backflow protection. The cross-connection control program, like the three legged stool, only works when each component does its part. The laws of physics control how and why water flows in our world. It remains the same in any and all parts of the world. From Australia to France, from the United States to the United Kingdom, from Qatar to South Africa problems exist in our water systems. Only by working together can we address these issues and protect the health of the planet. Water is necessary for all life and we need to ensure it is available now and for future generations.
